MINUTES OF THE BOARD OF DIRECTORS OF SERRANO WATER DISTRICT

The Board of Directors of the Serrano Water District met in a special board meeting on Wednesday, November 14, 2018.  The meeting was held at the District Office located at 18021 Lincoln Street, Villa Park, California.

CALL TO ORDER:  President Bryant called the meeting to order at 4:00 p.m.

DEBT MANAGEMENT POLICY

Following discussion led by Attorney Jungreis detailing the requirements of SB 1029 (Hertzberg), it was moved (Director Mills), seconded (Director Haight), and unanimously carried with Directors Bryant, Mills, Haight, Pharris and Reese voting yes to approve the debt management policy as presented.

RESOLUTION NO. 2018-01-11

Following discussion led by Business Manager Roggero, it was moved (Director Mills), seconded (Director Haight), and unanimously carried with Directors Bryant, Mills, Haight, Pharris and Reese voting yes to approve Resolution No. 2018-01-11 as presented. 

WORKSHOP COST SAVING OPPORTUNITIES

General Manager Vilander outlined potential cost saving opportunities that have been identified for the District.  Lengthy discussion ensued.  The Board of Directors thanked General Manager Vilander for his informative presentation and requested that he work closely with staff from Irvine Ranch Water District and the Ad-Hoc Committee to further develop emergency storage terms. 

It was announced at 6:00 p.m. that the Board of Directors would be entering into closed session.

It was announced at 6:25 p.m. that the meeting would reconvene into open session and that there was no reportable action.

ADJOURNMENT

The meeting was formally adjourned at 6:30 p.m. The next regularly scheduled meeting will be held on Tuesday, November 20, 2018 @ 8:30 a.m. at the District office.
