NOTICE OF SPECIAL MEETING

OF THE

BOARD OF DIRECTORS OF THE SERRANO WATER DISTRICT

The Board of Directors of the Serrano Water District will hold a special meeting of the District’s Board of Directors at 5:30 p.m. on Wednesday, May 23, 2018 at the offices of Serrano Water District located at 18021 East Lincoln Street, Villa Park, California.  The only items of business to be considered at this special meeting are as set forth in the following agenda.

1.         PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE

2.         ROLL CALL

3.         PUBLIC COMMENT (Public comments are limited to three minutes per person.)

4.         BOARD MEETING MINUTES:   April 10, 2018

Recommended Action:  Approve minutes.

5.         GENERAL MANAGER’S REPORT:   General Manager will summarize the status of Board Committee, management and operations matters outlined below:

  1. Construction and Maintenance Committee
  2. Finance and Insurance Committees
  3. Personnel and Media/Public Affairs Committees
  4. SWD and Recreation Operations Committees
  5. Security and Ad Hoc Irvine Lake Committees
  6. Special Districts and City Liaison Committees
  7. Santiago Reservoir, Groundwater, Imported and Regional Water Issues
  8. External Agencies and Issues:OCWD, MWDOC, City of Orange, Orange County
  9. Operational Items: Distribution System, Ground Water, Santiago Reservoir, Treatment Plant, Other Informational Items.

6.         FINANCIAL REPORT:  The Director of Finance and Administration will submit the district’s current financial condition based on the written reports to the board.

Recommended Action: 1.  Receive and file financial report.
2.  Approve bills for payment of $631,497.24.
3.  Approve bills for SWD Recreation, Inc. of $0.
4.  Approve committee recommendations regarding transfers and investments.

7.         WATER REPORT:  The Director of Finance and Administration will submit the District’s water supply and quality report.

Recommended Action:  Receive and file water report.

8.         RESOLUTION NO. 2018-05-01 OF THE BOARD OF DIRECTORS OF THE SERRANO WATER DISTRICT APPOINTING TREASURER, DEPUTY SECRETARIES AND DEPUTY TREASURER

Recommended Action:  Adopt Resolution No. 2018-05-01 as submitted.

9.         REVISION TO RESIDENTIAL BILLING STATEMENT

Recommended Action:  Approve revised billing statement as recommended by the Transparency Committee.

10.       BALLOTS FOR REGULAR SPECIAL DISTRICT MEMBER AND ALTERNATE SPECIAL DISTRICT MEMBER TO THE ORANGE COUNTY LOCAL AGENCY FORMATION

Recommended Action:   Board discretion.

11.       BAD DEBT WRITE-OFFS FOR FISCAL YEAR 2017-2018

Recommended Action:  Board of Director’s authorization for write-offs of $1,235.48.

12.       CORRESPONDENCE

Recommended Action:   Informational.

13.       SANTIAGO RESERVOIR WATER RIGHTS AND ACCOUNTING – JOEL D. KUPERBERG

Recommended Action:  Informational.
