NOTICE OF SPECIAL MEETING
OF THE
BOARD OF DIRECTORS OF THE SERRANO WATER DISTRICT
The Board of Directors of the Serrano Water District will hold a special meeting of the District’s Board of Directors at 7:30 a.m. on Tuesday, February 13, 2018 at the offices of Serrano Water District located at 18021 East Lincoln Street, Villa Park, California. The only items of business to be considered at this special meeting are as set forth in the following agenda.

1. PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE

3. PUBLIC COMMENT (Public comments are limited to three minutes per person.)
4. BOARD MEETING MINUTES: January 9, 2018
Recommended Action: Approve minutes.
5. GENERAL MANAGER’S REPORT: General Manager will summarize the status of Board Committee, management and operations matters outlined below:
- Construction and Maintenance Committee
- Finance and Insurance Committees
- Personnel and Media/Public Affairs Committees
- SWD and Recreation Operations Committees
- Security and Ad Hoc Irvine Lake Committees
- Special Districts and City Liaison Committees
- Santiago Reservoir, Groundwater, Imported and Regional Water Issues
- External Agencies and Issues: OCWD, MWDOC, City of Orange, Orange County
- Operational Items: Distribution System, Ground Water, Santiago Reservoir, Treatment Plant, Other Informational Items.
6. FINANCIAL REPORT: The Director of Finance and Administration will submit the district’s current financial condition based on the written reports to the board.
Recommended Action: 1. Receive and file financial report.
2. Approve bills for payment of $289,972.74
3. Approve bills for SWD Recreation, Inc. of $0.
4. Approve committee recommendations regarding transfers and investments ($400,000 to the County of Orange and $400,000 to LAIF).
7. WATER REPORT: The Director of Finance and Administration will submit the District’s water supply and quality report.
Recommended Action: Receive and file water report.
8. PROCUREMENT POLICY
Recommended Action: Approve procurement policy as submitted.
9. DISTRICT POLICIES AND PROCEDURES REGARDING DIRECTOR COMPENSATION AND REIMBURSEMENT
Recommended Action: Board discretion.
10. SPILLWAY CONDITION ASSESSMENT AND ADDITIONAL FIELD INVESTIGATION
Recommended Action: The Construction Committee recommends that the Board of Directors give the General Manager authority to move forward with the GEI Consultants Field Study in the amount of $14,400.
11. LEASING WATER STORAGE CAPACITY AT SANTIAGO RESERVIOR
Recommended Action: Board Discretion
