MINUTES OF THE BOARD OF DIRECTORS OF SERRANO WATER DISTRICT

 

The Board of Directors of the Serrano Water District met in a regularly scheduled board meeting on Wednesday, November 12, 2014.  The meeting was held at the District Office located at 18021 Lincoln Street, Villa Park, California.

 

CALL TO ORDER:  President Rickerl called the meeting to order at 8:30 a.m.

Agenda items were moved out of sequence to allow for the time constraints of the guest presenters.

 

CSDA TRANSPARENCY CERTIFICATE OF EXCELLENCE - PRESENTED BY BILL NELSON

Bill Nelson presented the Board of Directors with the CSDA Transparency Certificate of Excellence for the Water District and congratulated them on this prestigious designation and staff’s efforts to obtain the same in an expeditious manner.  The Board of Directors thanked Bill for his assistance with the process. 

 

FINANCIAL AUDIT REPORT FOR FISCAL YEAR 2013/2014 - JOHN COVERT, C.P.A.

Following presentation of the audit report for fiscal year 2013/2014 by John Covert, it was moved (Director Haight), seconded (Director Freschi), and unanimously carried with Directors Rickerl, Haight, Freschi, Pharris and Bryant voting yes to approve the financial audit report with minor amendments. 

 

The meeting was recessed to the SWD Recreation, Inc. meeting at 8:51 a.m.  At 8:55 a.m. the meeting of the Serrano Water District was reconvened.

 


CADIZ VALLEY WATER CONSERVATION RECOVERY & STORAGE PROJECT - LAER PEARCE AND ASSOCIATES

Laer Pearce presented the Cadiz Valley Water Conservation Recovery & Storage Project.  Highlighted items included the project design, description, participants, status and benefits.  Mr. Pearce was thanked for his informative presentation. 

 

PUBLIC COMMENT

Villa Park Council Woman Fascenelli remarked that there were still a few votes to count and reported on non-violent robberies in the area.

 

CORPORATE MINUTES

Consideration of Serrano Water District Board Meeting minutes of October 14, 2014.   Director Freschi moved that the minutes of the October 14, 2014 meeting be approved as amended, Director Haight seconded the motion, and the motion was unanimously carried with Directors Bryant, Pharris, Rickerl, Freschi and Haight voting yes.   

 

GENERAL MANAGER REPORT

General Manager Vilander summarized the status of Board Committee and management matters as agendized for the month of October.  Highlighted items included the status of well number four, tank inspections and the procurement of an engineering firm to perform a study detailing repair needs for the future.  General Manager Vilander will review the current T-Mobile contract with a view to retaining a consultant pending further Board discussion.  Director Bryant complimented District crew members for their diligent work on recent service line leaks.  Director Freschi remarked that General Manager Vilander did a good job at the recent Rotary Club presentation on conservation.  The rate study requested by President Rickerl was reviewed, and Director Haight suggested that additional agencies be included and this information be reviewed by the appropriate committee.

 

FINANCIAL REPORT

Following presentation of the financial report by Ann Michel, Director of Finance and Administration, it was moved (Director Haight), seconded (Director Freschi), and unanimously carried with Directors Bryant, Freschi, Rickerl, Pharris and Haight voting yes to approve the disbursements in the amount of $396,202.66.  Director Pharris requested that separate checks be issued going forward when the same vendor is used for work for the Serrano Water District and Irvine Ranch Water District. 

 

WATER REPORT

Ann Michel, Director of Finance and Administration, presented the water report.  It was then moved (Director Pharris), seconded (Director Haight), and unanimously carried with Directors Bryant, Freschi, Rickerl, Pharris and Haight voting yes to receive and file the water report.

 

REPORT BY PERSONNEL COMMITTEE FOR ANNUAL SALARY REVIEWS

Following discussion led by Director Haight, it was moved (Director Pharris), seconded (Director Bryant), and unanimously carried to approve the Finance Committee’s recommendation of a cost of living increase of 2% and a one-time salary adjustment of $30,000 which will be distributed at the discretion of the General Manager with Directors Rickerl, Haight, Freschi, Pharris and Bryant voting yes.  Director Freschi asked for a better salary comparison in the future understanding the difficulty of such a study given the agency’s size and uniqueness. 

 

BUDGET SCENARIOS 2014/2015 AND 2015/2016

General Manager Vilander presented the various budget scenarios.

DIRECTOR COMMENTS AND REPORTS

President Rickerl reported that the Special Board meeting workshop is scheduled for December 11th at 11:00 a.m. and the Villa Park Boat Parade is Sunday, December 14th.  Additionally, the Pringle event is December 4th.

 

ATTORNEY’S REPORT

None.

 

The meeting was adjourned to the SWD Recreation, Inc. meeting at 10:50 a.m., and then reconvened at 11:15 a.m. and, at which time, it was announced that the Board of Directors would move into closed session.

ADJUSTMENT TO MANAGEMENT COMPENSATION (General Manager and Director of Finance)

The meeting came out of closed session at 11:30 a.m., and it was moved (Director Bryant), seconded (Director Rickerl), and unanimously carried with Directors Rickerl, Haight, Bryant, Pharris and Freschi voting yes that the General Manager will be receiving a 5% merit increase and a one-time salary adjustment of $5,000.

 

It was announced that the Board of Directors would be moving into closed session at 11:33 a.m.

The meeting was recessed back into open session at 12:20 p.m., and it was announced that no formal action will be taken at this time. 

 

ADJOURNMENT
