1.         PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE

2.         ROLL CALL

3.         PUBLIC COMMENT (Public comments are limited to three minutes per person.)

4.         BOARD MEETING MINUTES:   February 13, 2018 & February 15, 2018

Recommended Action:  Approve minutes.

5.         GENERAL MANAGER’S REPORT:   General Manager will summarize the status of Board Committee, management and operations matters outlined below:

  1. Construction and Maintenance Committee
  2. Finance and Insurance Committees
  3. Personnel and Media/Public Affairs Committees
  4. SWD and Recreation Operations Committees
  5. Security and Ad Hoc Irvine Lake Committees
  6. Special Districts and City Liaison Committees
  7. Santiago Reservoir, Groundwater, Imported and Regional Water Issues
  8. External Agencies and Issues:OCWD, MWDOC, City of Orange, Orange County
  9. Operational Items: Distribution System, Ground Water, Santiago Reservoir, Treatment Plant, Other Informational Items

6.         FINANCIAL REPORT:  The Director of Finance and Administration will submit the district’s current financial condition based on the written reports to the board.

Recommended Action: 1.  Receive and file financial report.
2.  Approve bills for payment of $244,322.28
3.  Approve bills for SWD Recreation, Inc. of $0.
4.  Approve committee recommendations regarding transfers and investments.                             

7.         WATER REPORT:  The Director of Finance and Administration will submit the District’s water supply and quality report.

Recommended Action:  Receive and file water report.

8.         NOMINATION PROCESS FOR OC LAFCO REGULAR AND ALTERNATE SPECIAL DISTRICT MEMBER SEATS

Recommended Action:  Board discretion.  

9.         CAPITAL IMPROVEMENT PROJECTS

Recommended Action:  Informational.

10.       SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) UPGRADE

Recommended Action:  Authorize the General Manager to issue a purchase order in the amount of $48,058 to Conceptual Designs.

11.       JOINT POWERS INSURANCE AUTHORITY (JPIA) REPRESENTATIVE FOR SERRANO WATER DISTRICT

Recommended Action:  Nominate and approve Director to be JPIA representative for Serrano Water District.

12.       CORRESPONDENCE

Recommended Action:   Informational.

CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION

Potential initiation of litigation pursuant to paragraph (4) of subdivision (d) of Government Code Section 54956.9, one case.
