MINUTES OF THE BOARD OF DIRECTORS OF SERRANO WATER DISTRICT
The Board of Directors of the Serrano Water District met in a special board meeting on Tuesday, April 28, 2015. The meeting was held at the District Office located at 18021 Lincoln Street, Villa Park, California.
CALL TO ORDER: President Pharris called the meeting to order at 10:30 a.m.

PUBLIC COMMENT
Wayne Silzel reported that he would like to see meetings hosted at Villa Park City Hall to inform the residents of rebate programs available, etc.
DROUGHT IMPACT TO THE BUDGET
Following discussion led by General Manager Vilander, it was moved (Director Freschi), seconded (Director Haight), and unanimously carried with Directors Pharris, Rickerl, Freschi, Haight and Bryant voting yes to adopt option #1 as detailed in General Manager Vilander’s memorandum, subject to lifeline of 10 units per household (meter) per billing period. It was determined that a town hall meeting will be scheduled prior to the next Board meeting to inform the residents of the upcoming mandates and steps that may be taken to minimize the impact.
It was then motioned (Director Haight), seconded (Director Bryant), and carried with Directors Haight, Bryant, Pharris, and Freschi voting yes and Director Rickerl voting no to direct staff to start the process for a rate adjustment to $3.75 per unit of water, plus pass through charges from Metropolitan, Orange County Water District, and CPI and to send out the corresponding public hearing notice.
Director Freschi requested that General Manager Vilander meet with the school board to discuss conservation efforts.
ESTABLISHMENT OF NEW WATER CONSERVATION SPECIALIST POSITION
Following discussion and review of the newly created job description for the Water Conservation Specialist position led by General Manager Vilander it was moved (Director Rickerl), seconded (Director Haight), and unanimously carried with Directors Rickerl, Haight, Pharris, Bryant and Freschi voting yes to establish a new position of “Water Conservation Specialist,” with a salary and compensation range identical to that of the “Water Utility Worker II” position.
ADJOURNMENT
The meeting was formally adjourned at 12:30 p.m. The next regularly scheduled meeting will be held on Thursday, May 14, 2015 @ 8:30 a.m. at the District office.
