MINUTES OF THE BOARD OF DIRECTORS OF SERRANO WATER DISTRICT
The Board of Directors of the Serrano Water District met in a regularly scheduled board meeting on Tuesday, May 17, 2016. The meeting was held at the District Office located at 18021 Lincoln Street, Villa Park, California.
CALL TO ORDER: President Pharris called the meeting to order at 8:30 a.m.

BOARD MINUTES
Consideration of Serrano Water District Board Meeting minutes of April 15, 2016. Director Freschi moved that the minutes of the April 15, 2016 meeting be approved as amended, Director Haight seconded the motion, and the motion was unanimously carried with Directors Bryant, Haight, Freschi and Pharris voting yes. Director Freschi enquired about the progress of the salary study and was informed by the General Manager that information was in the process of being gathered.
GENERAL MANAGER REPORT
General Manager Vilander summarized the status of Board Committee and management matters as agendized for the month of April. Highlighted items included a summary of the meeting held with Irvine Ranch Water District and options available on the dam tower. The purchase of water was discussed. Director Bryant asked about how the water quality was doing and General Manager responded that it was within range and looked good.
STATUS OF DROUGHT RESPONSE AND WATER SUPPLY
General Manager Vilander reported that the District had a 37% decrease in water consumption. It was decided that the two-day watering signs would remain in place.
FINANCIAL REPORT
Following presentation of the financial report by Ann Michel, Director of Finance and Administration, it was moved (Director Haight), seconded (Director Bryant), and unanimously carried with Directors Bryant, Pharris, Freschi and Haight voting yes to approve the disbursements in the amount of $216,126.37.
WATER REPORT
Ann Michel, Director of Finance and Administration, presented the water report. It was moved (Director Haight), seconded (Director Bryant), and unanimously carried with Directors Bryant, Pharris, Freschi and Haight voting yes to receive and file the water report.
BAD DEBT WRITE-OFFS FOR FISCAL YEAR 2015-2016
Ann Michel, Director of Finance and Administration, presented bad debt write offs for the District in the amount of $3,921.39. Following discussion, it was moved (Director Bryant), seconded (Director Haight), and unanimously carried with Directors Bryant, Pharris, Freschi and Haight voting yes to authorize staff to write off bad debt in the amount of $3,921.39. Going forward, residents that are being potentially sent to collections will be presented to the Finance Committee prior.
AUDIT PROPOSAL FOR FISCAL YEAR ENDING JUNE 30, 2016
Following discussion, it was moved (Director Haight), seconded (Director Freschi), and unanimously carried with Directors Bryant, Pharris, Freschi and Haight voting yes to accept the proposal from LaVine & Associates in the amount of $13,000 plus out-of-pocket expenses not to exceed $250.
SWD RECREATION, INC. SHUT DOWN AND DEFICIT OFFSET
Following discussion, it was moved (Director Haight), seconded (Director Freschi), and unanimously carried with Directors Bryant, Pharris, Freschi and Haight voting yes to authorize staff to transfer $68,000 from the Serrano Water District to SWD Recreation, Inc. All funds will be transferred on an as needed basis with prior approval from the Finance Committee.

Following discussion, it was determined that this agenda item would be tabled until the June meeting.

Director Freschi thanked the Board of Directors and staff for the flowers.

It was announced that there wasn’t a need for closed session.
