Position: Director
Term: 2024-2028

Prior to being elected to the Serrano Water District, Robbie served 8-years as City
Councilmember and Mayor. Of this, he spent 3 years representing Villa Park on the Orange
County Sanitation District Board, actively protecting and preserving our water assets by
recycling waste water into viable, usable fresh water.

He views his role as a Steward of transparency and fiscal responsibility, helping ensure a
balanced approach for all of our rate paying communities.

For 4 generations, Director Pitts’ family business was farming oysters and fishing near the
Chesapeake Bay. The family also supplied water to the local community via the family’s well
and pumping station, all of which were managed and run by his family, and in which he had
an active role. His life and family’s livelihood centered around water until well into his 20’s
and he understands the responsibility and importance of access to clean, available and
affordable water.

Leveraging his upbringing as a waterman, over 40 years as an Executive businessman
managing multi-million-dollar, balanced budgets and a homeowner with a household budget,
Director Pitts brings a logical, and practical frame of reference to his role. As a Rotarian,
American Legion (Sons) member, and Councilmember, he brings the spirit of community
and volunteerism.

Robbie and his wife, Elizabeth have lived in Villa Park since 2000 and are active members
of the community. They have four adult children, four grandchildren and one great-
granddaughter.
